The Law Offices of Jean D. Chen engages exclusively in the area of U. S. Immigration and Naturalization law. Because these laws are federally mandated, we are able to represent clients from all 50 States.

We have extensive experience in meeting the immigration needs of companies regardless of their size: from small two person start-ups to multi-national corporations with hundreds of employees.
We have also represented numerous individual clients with their permanent resident applications in both family and employment cases. With regard to individual employment cases, we have successfully represented employees from many diverse backgrounds including: engineers, researchers, analysts, assistant professors, doctors, foreign law counsel, interior designers, architectural designers, accountants, teachers, translators, reporters, performing artists, acupuncturists, religious workers, registered nurses, therapists, specialty cooks, etc. Our office is at the forefront of the new PERM Labor Certification system. Within the first year and a half of the program we have had hundreds of cases approved. We also have high approval rates for National Interest Waiver petitions, EB-1a Extraordinary Ability Petitions, and EB-1b Outstanding Researcher Petitions.
We have also assisted hundreds of individuals with their green cards and citizenship applications. We are committed to obtaining permanent residence or U.S. citizenship for our clients in the fastest possible time- this includes filing Mandamus and N-400 Name Check lawsuits on behalf of our clients who are stuck in the FBI Name Check. As our litigation record demonstrates, we have been enormously successful in this field.

Jean D. Chen, Lead Attorney
The firm was founded by Jean D. Chen Esq., who has over ten years experience helping businesses and individuals with their immigration needs. Attorney Chen concentrates her legal practice in the area of U. S. immigration and naturalization law and has broad expertise in employment-based and family-based immigrant petitions.
Attorney Chen was awarded her L.L.M. degree from Boston University Law School in 1997. She is an active member of the State Bar of New York and the American Immigration Lawyer's Association.
When the PERM system was first implemented in March 2005, Attorney Chen was at the forefront of utilizing the new system for her clients. Within the first year of the PERM system Attorney Chen successfully petitioned for over 100 PERM approvals for her clients. Her extensive experience with PERM’s has allowed her to procure approvals for small businesses with as little as one employee or muti-national corporations with hundreds of employees.
She has helped beneficiaries from different backgrounds including: engineers, researchers, analysts, assistant professors, doctors, foreign law counsel, interior designers, architectural designers, accountants, teachers, translators, reporters, performing artists, acupuncturists, religious workers, registered nurses, therapists, specialty cooks, etc.
To date, Attorney Chen has over 200 approved PERM cases and continues to lead the way in rapid PERM case approvals. Attorney Chen routinely publishes articles on current updated immigration issues in World Journal, Sing Tao Daily, Chinese Consumer Yellow Pages, and The Chinese Yellow Pages. She is regularly interviewed by KTSF Channel 26 and Sing Tao Daily as an expert on immigration issues and has her own monthly immigration radio show on SingTao Chinese Radio.
Justin Fok, Lead Attorney 
Attorney Fok earned his J.D. degree from the University of San Francisco School of Law and is a member of the California State Bar.
Mr. Fok has vast experience in NIW and EB-1 based green card petitions. Utilizing a state of the art research-based approach to these petitions, Attorney Fok has been highly successful in procuring green card approvals for these cases with very short USCIS processing times. By conducting extensive research into the petitioner’s field of specialty, Attorney Fok is able to clearly demonstrate to the adjudicating officer what sets the petitioner apart from others in his or her field.
Attorney Fok has also been highly successful in acquiring legal permanent resident status or citizenship for applicants stuck in the FBI Name Check. He has successfully represented numerous clients in federal court and is a member in good standing of the following Federal District Courts:
